MADDSA Minutes December 9, 2004

Perry Mueller: 25 years with MADDSA (Thanks for donuts)

I.                    DD Coordinator’s Report: Sandra Butts

A.     CCSB and HHN meeting 2005 recommendations – going well – no new agencies – except for services/long term services

1.      2005 expectations Jan. meet/greet with new case managers to touch base with providers and see sites

2.      Training sessions and problem solving workshops

3.      Should see more visitations in residential and day services

4.      Standardization/centralization for information gathering

5.      Quality Assurance Initiative (service outcomes/performance standards) looking out compliance with contracts - $ meeting needs of individuals and how it’s being used

6.      Supportive Living Options – supportive homecare with KIP waiver changes and DOA contracts

II.                 General Issues – ALL

A.     JAN 13 after MADDSA  9:45 AM Next Residential/Provider meeting

B.      JAN 1, Bob will be executive director of new merge program of Easter Seals and KindCare INC.  Services will stay the same – it will be more streamlined to save on administrative costs.  New name: Easter Seals KindCare Southeastern Wisconsin

C.     BQA memo: Restraints Effective Jan 1, 2005.  Expect a plan for everyone by end of year.  Form: Medically necessary and Behavioral necessary

 

III.               Treasurer’s Report: Tom Nowak

A.     $2600 in bank – membership dues forms: for a smoother process Due Jan 31, 2005 and fill in forms for future listings; $25 fee and if have problems speak with Tom or Perry

B.     Supported care giver award

C.     Southeastern Health Care Conference - $500  MADDSA support

D.     2004 to Tom Nowak for website

IV.              Reports

A.     Milwaukee Training Initiative: Kate Wilson

1.      2005 calendar out in January

a.       February – Challenging Behaviors

g.       Next meeting February 2, 10 AM UPC – 1st Wednesday of Month; looking for new board members, possibly exploring own website

 

B.     Southeastern WI Regional Training Group: Martha DeGraw

1.      2005 calendar

a.       January – Kenosha Resource Center (HWY 45 & ? – right off of freeway)

b.      March – Dual Diagnosis

c.       May – Nonverbal Clients

d.      July – Regulations for CBRF and AFH and most up to date with changes – suggested WALA & RSA involvement for update on changes

e.       September – Community employment

f.        November Aging                                        & joint session in                                                                            May with MTI

g.       Next meeting January 20 2Pm Ives Grove Hwy 20/I94

 

C.     Transition Committee: Hope Lloyd – UCP Milwaukee Transition Advisory Board  (329-4510 fax for complaint form)

1.      Panel discussion with student in school (mentoring)

2.      Attempting checklist/outline for parents to make transition into adult services from elementary on.  This will help all schools so equally educated community-wide.

3.      UCP meetings Tuesday afternoons – to be announced if anyone interested in attending\

4.      Parents ad consumers involved is great to see as members

D.     Transit Committee: Cheri Bruch

1.      Please hand in surveys by January 1, 2005 so we can forward it to Transit

2.      Lawsuit update: minutes from TPAC meeting MV Transportation filed lawsuit when not awarded a contract with Transit Plus services – to dispute Transit Plus’s selection process and the adherence to DBE requirement.  The FTA sided in favor of MV regarding their DBE dispute (unsure how this affects consumers and cty funding).  Result: Transit Plus cannot use federal funds to pay for the current contract.  Transit Plus will locally fund the current contracts for 2004 & 2005.  Transit Plus signed a Conciliation Agreement with FTA regarding the DBE dispute.  The issue of MV not being part of contact selections is still in suit.

3.      Would be willing to rejoin us due to schedule problem at MADDSA attempt to have questions answered

4.      Update complaint form into minutes and get it to Tom for website

5.      letter to ask questions about lawsuit issues – Milwaukee Transit System, TPAC, County exec, Cheri to fax to Perry

6.      Need for consumer friendly form – fax one to Hope – UPC (329-4510)

7.      Possible idea of satisfaction survey to TPAC when we submit out survey from providers

E.      Region Health Care Conference: Martha DeGraw, Bob Glowacki – March 3rd Med College deciding if they will host it.

1.      To look at disparities in healthcare field; Invitation only – doctors and professionals invited, unsure if they will show, politicians invited, administrator and RNs.  Topics: dental, funding, Dual Diagnosis and 2 other topics  *Goal to come up with plan to implement the region.  Should know definite date and location by next MADDSA.

F.      People Can’t Wait: ALL

1.      Political Update: request for ½ million dollar rate increase; No county supervisor would sign to support it.

2.      Strategic Planning Meeting canceled – postponed   Dec. 7 & Dec 14 cancelled

3.      Efforts to Raise KIP rate?

4.      Budget Rally to do with Aging?

5.      Madison Rally – Yes

6.      Cty has sent out a survey of some sorts to track persons on waiting list

7.      Please get the petition for Ancor support in – 443-1313 fax Dungarvin

8.      Longterm Care Council – Family care; surplus is now a deficit due to clerical error – CAPON rate  estimate $1900  (meet 12/9/04  1:30PM
