I. DD Coordinator’s Report: Sandra Butts
A. Hired DD Specialist: Many vacancies filled for staff – coordinator staff and case management staff; anticipating new in B-3 division, quality assurance staff, long term support, DATA area, physical staff (MAPC)
B. Outstanding payments are in an aggressive mode to get 100s out last week
C. MADDSA supported a grant for crisis $: Milwaukee County was not awarded such funds. County has been made aware of $ they are going to get from different areas. Mental Health is trying to support a psychologist
II. General Issues:
A. Old business: letter to WCA requesting; waiting for list litigation
B. TASH Conference: November came with minutes (9-12th)
C. Response from Transit Plus: Federal funds withheld: No planned increases and no plan of any changes in 2005; may have to do rebidding for 2006 and find new providers. They will reallocate funds from federal to other sources.
D. DHSF forms website: Restraints packet; check link for copies.

I. History & Background to Maggie McCullough
A. Getting new people in DOA – filling long time staff vacancies
B. Family Care
1. positive – people off waiting lists AND emphasis on getting resources to people (Entitlement)
2. Recertifying as a care management service
3. open to other organizations after 4 years
4. proposed September 2004
5. now must get certified in that proposal
6. Negative – have not extended family care to provider side
7. many DOA caseworkers retired – RN reassigned (4) to placement (2) teams and residential (2) providers
C. RN also working on provider quality (score) 4 stars
D. Working on contracts and non contracts – April 2005 – to have everyone on contract
1. want to begin with preexisting providers
2. April meeting for prospective providers; Application and they will be reviewed and determined
3. service providers for products, OT, PT have been narrowed to 7 providers (preferred provider list)
4. Residential: meet requirements for care. Quality, etc.; however, not accepted new in past year.
5. Eliminated nursing homes (10) who will not sign contracts.
E. Rates: Determined by functional level of member
1. How it’s funded: per member per month get $
2. Capitalized and must stay within that
3. Scored on ADLS, IADLS, medical conditions/services and correlated to const. $ to each need and diagnosis (i.e., DD) – attached to rate
F. Setting rate on functional need of person; Piloting with elderly; 4 rate bonds for CBRF (80% provider agrees with DOA on rate bond)
G. Audit requirement for any provider who received over $25,000. It can be waived with certain requirements; if DOA sets rates they will ask for waiver
H. Contract Template: 18 pages approved by state/federal rules. Exhibit is going to try to be more streamlined
I. Informational Meetings Schedule handed out today – start on Tuesday – 1st one; 8 sessions based on provider types
J. If you disagree with level care screen, you can request another screen and if someone changes you can request different screening. At least 1 time per year they are screened based on requirements
